The Tracer
Every viral claim about emergency powers has a real kernel and an invented graft. The skill is telling them apart. Neither belief nor smugness — tracing.
THE REAL KERNEL
Senate Report 93-549 (1973) really opens: 'Since March 9, 1933, the United States has been in a state of declared national emergency.' The 1933 emergency ran until 1976.
THE GRAFT
The graft: that this secretly suspended the Constitution or made citizens enemies. It didn't — it delegated statutory powers, openly.
THE REAL KERNEL
The Emergency Banking Act really amended the Trading With the Enemy Act §5(b) to reach 'any person within the United States.'
THE GRAFT
The graft: §5(b) regulated transactions during declared emergencies. No citizen was ever legally designated an enemy.
THE REAL KERNEL
47 U.S.C. §606(c)–(d) really lets a president suspend or take control of wire and radio facilities on proclamation. Written 1942, never repealed, plausibly reaches ISPs.

The graft: none needed — the real statute is alarming enough. That's why this one belongs in awareness, not memes.

28 U.S.C. §3002(15) really defines 'United States' to include 'a Federal corporation' — for purposes of one debt-collection statute.

The graft: reading a definitions clause as a secret incorporation of the republic in 1871. The 1871 act reorganized DC's municipal government.

Birth certificates really are printed on security banknote paper, and virtually all US securities really are held in street name by Cede & Co./DTCC.

The graft: no CUSIP attaches to your birth certificate and no exemption account exists. People who filed 'acceptance for value' paperwork on this theory went to prison — including the author of the book that sent us down this road.
THE REAL KERNEL
Admiralty jurisdiction really did creep inland (the 1845 act, Genesee Chief), and colonial admiralty courts without juries were a real revolutionary grievance.
THE GRAFT
The graft: flag trim has zero jurisdictional meaning. It's upholstery.

A declaration really unlocks ~137 statutory powers, renewal really is a one-page annual signature, and ~56 classified Presidential Emergency Action Documents really exist and have never been shown to Congress.

The graft: the takeover framing hides the real problem — none of this is hidden. It's published every January. The scandal is in the open, which means the fix is too.
