A 1977 sanctions law becomes a global tariff on nearly all imports. The Supreme Court strikes it down 6–3 — the biggest emergency-powers ruling since Youngstown. Four days later the same tariffs reappear under a different statute. The courts closed a door; the executive walked through the one next to it.

Powers claimed in crisis are almost never returned. Each use lowers the shock threshold for the next. The only reversals on this whole line came from courts — twice, seventy-four years apart. The designed brake, Congress, has not performed its review once since 1976.
